Are only administrators able to create projects

Our company has only one administrator, and there doesn't seem to be levels of admin access. Is the administrator the only one that can create a project and make workflows?

Yes.

It's a bit of a gap in Jira's permission schemes - there's only 4 levels:

  • User,
  • Project admin - can edit users, components and versions in their project
  • Jira admin - can do almost everything, workflows, fields, schemes, adding projects
  • System admin - Jira admin + system stuff (indexing, attachment path, destroying the whole thing). Restricted to Atlassian support in OnDemand
