Are all users synchronized with local LDAP directory need to get license

I've set up the integration with our local Active Directory and been able to fetch users. I've recently realized that users fetched from LDAP can't access JIRA by default and we need to add them to the application access page. Now I wonder, when Atlassian says licensed users, do they mean users that have application access or all users that exist in both internal and LDAP directories?

Hi Mikayil,

They mean users with application access.

With the default user groups, this means users in the jira-software-users group count toward your JIRA Software license.

Are you using JIRA Server? If so, you should be able check how how many and which users are counting by navigating to: Administration > Applications > Versions & Licenses
