I'm searching for apps to get permissions on worklog.
Like: Everyone can see and edit his own. Project leads can see all in project.
But you can't see the one of the other devs...
Tempo Timetracking can do this. But it's expensive.
How else?

I'm Daniel from EverIT - we are another app vendor with a time-tracking app on the Marketplace, called Timetracker. On some user tiers on Cloud, we are are 10% of Tempo's price.
In our app, you can limit "Permission to report other users' worklogs", amongst other permission settings, which you can check on our Documentation page. This means that unless you permit them, each user would only see their own worklogs.

@Dániel Ballabás - catworkx this looks quite interesting, however it appears like others users can still see worklogs within the issues details. Is that right?

Thank you for your question. If you set up Timetracker to be the Time tracking provider, some default Jira Issue UI elements like the worklogs tab won't be visible. And in the panels of our app, the permissions you set up will be respected (ie. who can see each other's worklogs).
But, the fact that worklogs have been created will still be visible in the Issue History. As far as I know, this is a problem affecting all Time Tracking apps that use Jira's worklog database, ours included.
Fixing this has been an open Feature Request on Atlassian Cloud's roadmap for years now, so please feel free to add your voice to these relevant tickets with a vote or comment:

To my knowledge, native Jira doesn't have the ability to restrict visibility into worklogs. You can set up a project permission scheme to allow users to create/edit/delete worklog entries (and further narrow down editing/deleting to only allow these operations on their own entries), but nothing related to viewing.
