As question states, is it possible to allow certain group, e.g. Process supervisors to manage groups (add people, delete people, add groups if needed) in their specific project? We don't want them to have system wide admin rights, nor any other rights.

No. I suggest and use project roles. That allows the project lead to add/delete people from roles. Groups are controlled by the JIRA admin.
+1 on Joe's suggestion. E.g, create a JIRA user group like "Managing Group", add the people you need here then add this group to "Administer Projects" permission on the Permission Schemes. They can now access the Administration screen of the projects using this scheme.

Another option would be using Active directory groups that can be managed from outside of the application server?
