I'm not sure which plugin you are referring to, but...

  • Go to Admin -> Manage addons
  • Find the CRM plugin in the list
  • Check that it is enabled
    • If it is, are there any disabled modules that look like they need to be enabled?
  • Is it licenced correctly?
  • Is it showing any errors, both on view, but also if you try to re-enable it if it were disabled?

Ok so what does the documentation for the plugin say about how to get it set up to allow access? My guess here is that it has some form of access model (more complex than most plugins "let everyone use it" approach), and you have not set it up to allow users in yet.
