I don't understand why the "Issues" item is missing in the main menu when logged as administrator (Image A) but is here when logged as a normal user (Image B).

This is caused when you do not have *Browse Project* permissions in any Project.
To remedy this:
Go to the administrative cog wheel (_top right_) -> open the project -> permissions (_on the left_)
verify which group or project role has *Browse Projects* permissions (_the default is Project Role (Users)_)
Add yourself to the group or "Project Role" or add a group you are a member of to the *Browse Projects*.
