I'm an admin for both JIRA and my project, but for issues that are not assigned to me specifically, I can't close a ticket. I'm also unable to "start work" but can do things like move or delete the ticket.. I checked the permission settings and I'm an admin for the project as well. Any thoughts? Thanks in advance.
You may have already looked into this, but do the workflow involved in the project(s) restrict the "Close" or "Start Work" Steps to a particular user or group that you are not a member of?

Actually, it was a bit weird. I did check the Workflow settings yesterday and the Close Issue step contained this condition: Only users with Close Issues permission can execute this transition.
I thought that was sufficient, but it wasn't so I ended up adding "Only users in project role Administrators can execute this transition" which did the trick.
