I am trying to add someone to receive email notification of a new ticket in the Service Desk. I went to settings, Notifications, actions, edit notifications and added their user type of Service Desk Team and Admin as well as adding a them as a single user to receive the issue created notification. They are still not receiving an email notifying them of a new issue in the Service Desk.

Have you confirmed that this person is an agent on the project?
Another thing to check is the Notification Helper - this is really useful for diagnosing why a particular notification is not being sent to a user.
