Adding outgoing transitions

I am trying to create a transition from the Closed step to a ReOpen step. However the closed step does not have any outgoing transitions right now and I get the following error

Error: You are editing a draft workflow. The step ''Closed'' has no outgoing transitions in the Active workflow, so you cannot add any outgoing transitions in the Draft workflow.

I'm sure I am missing something where to access the Active workflow to add the transition but I am having difficulties determining where I need to go to add this transition. Any help would be appriciated. Thanks.

You'll need to create a new workflow, add your outgoing transitions on it.

Once you've set your start and end points with a workflow, you're locked into it once you've applied it to something.
