I am currently the adminstrator to our corporate Atlassian account. How can I share this or reassigned to another person in our organization?
Can they use there own email address as their user name? Have their own password?

I assume you are refering to Technical Contact of your instance, do correct me if I miss your request :)
We can edit this contact/add you as a second contact/add more contacts as you wish. You just need to contact Atlassian Sales at: sales@atlassian.com, or Atlassian Support by raising a support ticket at: https://support.atlassian.com
