Adding a workflow from XML with new transitions - what "action id" should be given?

Hey guys,

So I was wondering, when I add new transitions to an exported XML, what values should I give the "action id"? I guess this has some connection to DB.

For example, an XML transition snippet will start with:

<action id="1401" name="In Dev">

It doesn't matter too much, as long as the number is unique within that workflow.
