Adding Watchers to JIRA issues

When a normal user wanted to add Watcher to his issues, he is not presendted with the "Add watchers" box. We tried the menu item More > Watchers, and also clicking the Wantchers counter.

Is this role related?

Permission rather than role.

Have a look at your permission scheme for the project - there's a line that says "manage watchers".
