We have employees in the company who dont have a JSM license but they will create tickets for the company JSM board. Is it possible to give the employees who raised the request, access to the ticket to view the progress?

You cannot grant access to boards/jira view for users without license.
Reporters by default will have access to their tickets from customer portal even if they don't have license. You can also share tickets to any users using "Share' button on the ticket in customer portal or adding user in "Request participant" field in Jira view.
