Hello,

How can I create in JIRA (Software - Cloud version) an add hoc issue (an issue that is created with not specific project, mostly by the user that is working on it. Generaly it is closed at the same time one is working on it, like maintenance, etc.).

In JIRA, each issue must belong to exactly one project. It's not possible for an issue to not belong to a project, nor to belong to more than one project.

Mind that the issue key is formed by the project key plus a number.
