Add a table, in order to list all devices that we use within one project

Add a table within the issue, with a drop down list, includes all the possible devices for the project.

Every engineer can select the device for the each project. In such way project manger or R&D support can have a clear overview of it.

If i'm not mistaken, you need a field in each issue that would give option for devices to select while creating/viewing issue? 

You can create a custom field, Single Select Field. 
And add the field in relavent issue screens, for e.g. Create Issue, view issue and edit issue. 
Then you can configure the field and add whatever options you want, and further restrict to a single project if you want or just have it on all global issues. 

shortcut: g+g --> custom fields.
