is there an Add-On or plugin that is able to create custom fields with budget, time and effort on an issue?

Hi Tahmim,

There are a couple of options.  One is Portfolio.  Take a look at the article Estimating and managing time budgets to see how you could handle this using Portfolio.  

If you're using Server there are a few options such as Tempo Budgets.

If you're using Cloud there is an add-on titled Forecast add-on for Jira that may help.
