Activate / Deactivate user

I'm going to join JIRA cloud (max. 10 users plan). Does user accounts are transferable? The meaning of max. 10 users, does it mean 10 active users or 10 registered users?

For example, one of my team member will be leaving in Oct, is it possible to transfer that account into someone else account?

The limit applies just to active users.

You have no limit on the number of inactive registered accounts.

Active users are counted when the user is in the 'jira-users' group. So if a username is not being used anymore, remove it from the 'jira-users' group. You can also set it to "inactive" by unticking the "active" checkbox.
