I've shared a filter and made it public. I would like everyone who has permission to use this filter, to be able to easily see it and access it.
The only way I found for others in the organization to use the filter is to search for it via the "Find filters" menu.
What do I need to do in order for the filter to appear for everyone, by default, under their "Issues" drop down list, or otherwise in a dashboard?

I do not think it is possible to make a public filter visible to everyone like the way you think. Only workaround I can think of is to list them in a gadget and add that gadget into the system dashboard.
