Acces for groups based on component, groups, AD, templates?

how can i restirctn access to njira based on templates components or??

The case:

We have 3 different business units (Groups in jira) who creates issues in Jira in the same project, we need to seperate the views in jira and greenhopper and restrict views/access to issues created by the business unit creating the issue. alle issues are assigned to operation (different groups), operation management prioritize the issues across the 3 business units

Generally, there is no permission per issue type (https://jira.atlassian.com/browse/JRA-5865). One recommendation is to block users from creating issue types that they are not allowed to create by placing a workflow condition there.

Another way is to place Javascripts the field configuration to block users from submitting a screen.
