A customer wants to move one project from their JIRA instance to ours, without us having access to any of the other projects they host

The only way I know to capture comments and attachements is to export an entire JIRA instance, then import just the project we want.  Problem:  The export will then contain all the projects from the source system and our customers don't want us to see those. 

Is there some way to export ONLY the one project of interest?  I've suggested they build their own sandbox, delete all other projects then do the export.  So I do understand this work=around. Are there others that are less work?

No, I think your sandbox idea is the best route you've got.
