A comment must have an issue id specified

Whats this error when I tried to import project under tab: Project Import.

Error message: a comment must have an issue id specified. My Mysql database is empty. There's no sense for me to do database deletion. 

PS, I can use this data for restore. I just want to know why the same xml file cannot be used for project import.

Thanks for your response. I tried: 

select * from jiraaction where issueid is null and actiontype = 'comment';

But it doesn't work for me. What I did is just simple use my backup zip file to a new JIRA server and try "Project Import". As I said, I can use this backup zip to restore my jira, but I cannot do project import. It keeps showing "A comment must have an issue id specified", no more detail info for me. Stuck here.
