404 Not found SetupApplicationProperties

Hello, 

iam facing an issue after installing jira and opening 

http://<jira-server-name>:8080/secure/SetupApplicationProperties.jspa

i get to the page where it tells me How do you want to use JIRA?

so i press on  I want to use JIRA for software development and press next 

i get Oops, you've found a dead link. 

can you please help me find asolution 

catalina.out only shows the following

I reinstalled jira it was the only solution thanks for the help

What does atlassian-jira.log say ?  I expect that will contain some errors telling you why it's not proceeding.
