Hello,
Our team is having an issue were 2 of our 8 members cannot change the report of an issue. I double checked they are both Role "Service Desk Team" and this role does have access to Modify Reporter.
Any suggestions as to why only these two users are not able to change the reporter?

you should check if those two belongs to the group that has the global permissions "browse users"
