10 user license but when updating add-on license says unlimited

We are on JIRA Cloud 10 users and have purchased the ServiceRocket license for 10 users.

When updating the add-on license, we get this error mesage: "This license supports 10 users but the Atlassian license allows unlimited users".

JIRA Support tells me the licensing mechanism is out of their control and is provided by the plugin vendor...

JIRA Cloud will recognize the Salesforce and JIRA Connector as the user tier you purchased (ie: 10 users). Please send a message to sales@servicerocket.com and we will need to manually issue a license to be compatible with your JIRA Cloud. @Griffith Tchenpan I will be sending you the updated key shortly.
