use Jira on cloud without Internet

Hello There ,

We are considering using Jira  service Desk on cloud for our company.(unlimited customer license)

we have around 400 end users and not all of them have access to internet.Just wanted to check is there a way to access Jira cloud without providing internet for every individual user.

No.  Your users need to be able to connect to Atlassian's Cloud servers over the internet (that's pretty much the definition of "Cloud" in general - services used over the internet)
