Hi @Haroon Habibi 

With JIRA vanilla no, but if you want to default assignee to be set on the create screen you can do it with a Behaviour from Scriptrunner app. If you want to set the assignee during the creation but not displayed on the create screen you can create an automation for JIRA for that.

If you add Automation, which is free, to your instance if you have not already done so then you can create a rule that sets the assignee based on the field.
