I believe my response will be far too long into the future to be helpful but.
You have bad data in your original atlassian instance. You get these errors when issues don't have assignees, groups have blank members, etc.
What I would do is this:
run "troubleshooting and support" see if any issues are reported.
Log this with Atlassian. The solution will be similar too this: https://confluence.atlassian.com/jirakb/a-comment-must-have-an-issue-id-specified-error-during-project-import-307038042.html
Lastly STOP your system admin from doing direct database queries. This leads to problems like the above.
