It would be great to have a bit more context on your question, are you intending to import attachments to existing Jira issues or create brand-new issues? Is your site hosted on cloud or on-premises.

 

This would help everyone in the community to get their head around your question and come up with answers.

I agree with @Alex that we need more context in order to better help you with your question.
