atlas-release , get error svn is not recognized as an internal or external command

When I try to execute atlas-release on my plugin I get the error 

The svn command failed.
[ERROR] Command output:
[ERROR] 'svn' is not recognized as an internal or external command,
[ERROR] operable program or batch file.

 

I added the <scm> tags to the pom.file

You need to install a subversion client on the host operating system.

Thank you, this solved the problem,

but anyway when I execute atlas-release command the build failed, and also my concern is why when executing release jira is starting?
