Why getting different Date format in Export to Excel from different location machine? Edited

As an JIRA Administrator I have set default date & time format in JIRA server.

which is  [MM/DD/YYYY H: MM)]

1. When I  Export to Excel then I am getting (1/27/2017 16:15) same Date & Time format as I set. [Location:India]

2. But at the user end when he do Export to Excel then he got  27/Jan/2017 11:27 PM [Location: Oulu,Finland]

Please let me know why this is happening?
