Why getting different Date format in Export to Excel from different location machine?

As an JIRA Administrator I have set default date & time format in JIRA server.

which is  [MM/DD/YYYY H: MM)]

1. When I  Export to Excel then I am getting (1/27/2017 16:15) same Date & Time format as I set. [Location:India]

2. But at the user end when he do Export to Excel then he got  27/Jan/2017 11:27 PM [Location: Oulu,Finland]

Please let me know why this is happening?

Time zone can be configured separately for each user account, so the Finland user is getting the time values in his own timezone.
