Why does creating an issue in an Epic default the issues project to the last viewed project?

On a JIRA scrum board in backlog view, when you expand an Epic and click "Create issue in epic", the default project that is chosen for the new issue appears to be the project for the last issue that you viewed.

Should this be the project that the epic is in?
