What's the best way to define a project standards checklist(Tested,no errors,...) ?

As I have multiple projects with different quality standards 

I was wondering if there is a way to establish a checklist to a project (not issue)

that contains my projects standards (test coverage,security result, ...).
How do you establish such standards and what's the best way to report it to higher management.

As a workaround, you can create a new project "Project Tracking" in your JIRA instance and then create an issue for each of the exiting projects.

Now you can create checklists for these issues created in the project "Project Tracking" and create various reports.
