What does a good resolution cleanup and governance process look like?

I am working with a governance team that is interested in cleaning up the 32 resolutions currently in place in their Jira instance.  What process and techniques would you use to set up a review process? What would be a good way to determine which if any, have fallen out of use?  What would a good request, review, approval, and implementation look like?
