Updated by a user is not the member of a tempo team but it is a developer of the jira project

Try to create a filter which is listing those issues which were modified/edited/updated by jira project members who are not the members of a tempo team (=list of assignee is also good) within the jira project.

Is it possible?

Hmm, you may need to do some recursive filters - create a filter for issues modified by the members of the team, then make a new filter that uses filter != "filter A" to exclude issues that were modified by the team.
