Several users highlight the problem that the interface has too many options that they don't need and have difficulty using JIRA. Management is asking to develop from scratch to simplified user interface for that user.
Any idea on how to avoid this effort?
I set and configured CUTE add on and I improved a bit but the result is not enough.
Any suggestion?

Are you using the service desk version of jira? It is designed for exactly this. Users have a simplified view of the issue creation screen, and easy access to all of their tickets.
