Okta SSO: Jira redirect to a weird URL if not already logged in Okta

Whenever a user is not logged into JIRA and tries to access a Jira link. It does not redirect to our okta page.  Are we able to change some settings to get that fixed?

I think you have to turn to your SAML vendor to get the best answer.

Generally speaking, if a page does not require authentication, like  for example filters, then JIRA does not require you to log in. 

This is because filters needs to be viewable to handle anonymously viewable issues.
