JIRA 4.3.3 ISSUE RESOLVED BUTTON not working

i have migrate JIRA 4.3.3 to another server and after two days on project>issue> issue number> workflow> resolve issue and then will fill all filed and click on resolve button its not work and also not given any error so can you please help

Only the admin of the issue can put it in resolved no ?
