Is it possible to put some read only permission for some users which are not part of Toolchain appli

Dear Sir/Madam,

we want to put some Read only view resitriction for our Advanced Roadmaps but for the users which are not part of toolchain and doesnt have an account, is it possible because as you can see in below image that I have attach for read only we have option to add some user.
