How webhooks help me to send notifcation to Salesforce

I wanted a notification goes to salesforce whenever any particular issue is updated in JIRA.

I gone through some articles where it is mentioned to use JIRA webhook, but could not find much details, what will be url in my case when I want to send notification into salesforce and how will I get the issue id there?
