How to solve ERR_CONNECTION_REFUSED?

Hi,

 

http://jira.helixtech.co:8080/secure/Dashboard.jspa 

the above link shows an error message that site cannot reach and took too long to respond. And there is error in connection.

Dear Sirajdeen,

Can your database connect to JIRA itself?

Others reasons this error might be showing are;

Chrome will display a ERR_CONNECTION_REFUSED error for the following reasons....

  • If the website is down or temporarily not working.
  • Problem with your Internet Connection
  • Website may be blocked by Firewall
  • Website may be blocked in System Host file
  • Accessing website using proxy server
