Citizen development Governance

Has anyone used Jira/Confluence to successfully manage and govern citizen development and what type of Jira projects and workflows have you used?

There is a severe drought of actual "How to" information and mountains of "it needs to be done" articles or "pay us to help you" so I'm turning to all of you to see if you have tackled this particular challenge.
