2022 Atlassian upgrade and manually editing of configuration files

and so after almost 20 years since jira was released on the market, still today, in 2022 (by now), we have to make upgrades by manually editing configuration files because no Atlassian engineer has been able to create an upgrade procedure that takes into account existing customizations. Perhaps someone can give me a valid technical explanation as to why we still have to do this? When is a Linux kernel upgrade or any Open Source software upgrade possible without having to redo configurations from scratch every time?
