hyperlinks to an attachment in the confluence page does not open the attachment

copying in link to the attachment/file uploaded in the file library and then linking to text in that same page does not open the attachment. Also tried using hyperlink to attachment on a different confluence page. The link only opens the original confluence page but not the attachment itself. I have other confluence pages where the hyperlinks to attachments from the file macro on that page work fine no issue.
