The "@" tag does not work for some users

Hello,

On Jira Cloud Work Management free version, some users cannot mention other people in comments using the "@" tag.
It seems to be a rights issue I think, but I can't get my hands on it. Could you help me?

to be able to @mention users they require the "browse users and groups" global permission
