Can you move cards from column to column and it change the workflow step it's in?

Check the workflow as it is probably restricting the transition from one status to the other. @Nic Brough -Adaptavist- explains it as well.

It was only a one way transition so it wasn't allowing it to be moved to other statuses. I had to build in different transitions to allow the cards to be moved. Thanks for the answer.

That is what the boards are for.
Each column represents one or more status (depending on config), so dropping a card into a column changes the status of it. It respects the workflow though - the drag action represents a transition between status, so there has to be transition in the workflow to support it, and the person and data trying to do the column move has to match any conditions on it.
