There could be a number of "it depends" scenarios here — meaning, what does "the new Jira" mean to you? 

But, since your posted your question in the group for Jira Work Management I am going to assume that is the "new" Jira you are referring to.  If so, it's found just under the top Nav Bar for your Atlassian Cloud instance.

Are you talking about the summary page in Jira where the schemes associated with a project are listed? If yes, there is no such summary page in Jira Work Management and in Team-managed projects. These project types don't work with the classic schemes, so the summary page as you know it would not be useful.

If you are looking for the Project summary screen then all you have to is click Summary when in the project, right under the icon and the project name.
