How does one access the automation/rule making interface?

I know...dumb question but I've searched the documentation and have been unable to find any instructions on how to do this...

I need to automatically create a couple sub tasks when an issue of a certain type is created.

Hi @Ken Pieschke,

Welcome to Atlassian Community!

You need to be Project Admin in order to get to it, and if you do have that access then go to Project settings > Automation.
