my manager wants to have a change request issue in his project and i dont know whats this use of this issue for and why we use it in workflow ?
Change Request is an issuetype for Jira Service Management. You can only use the approvals part of a JSM flow in JSM, in case your manager was going to try and use it in a Jira Software project..
so we do have a default workflow for this issue type and do we need approvals list if we want to use this issue type in our project.

Yes, there's an ITIL approved workflow for CR, used by default when you create a Service Management project that includes CRs. It does ask for approvals, but you can change that if you want, the workflow is a default, not set in stone.
