user management is available in jira cloud?

Lets suppose I start a Project "XYZ" on jira cloud with 10 users namely A,B,C,D,E,F,G,H,I,J.

After 2.5 months we want to deactivate user "E" and want to add new user "K".

Is this possible ?  We still have 10 active users and 1 inactive user with my project.

In this case we will be charged for 10 users or 11 users. Pls confirm.

Bottom of the line is .... I want a jira cloud project with 10 floating users ? is this possible ? or 10 users which are provided by jira are static and we cannot change that at any point of time later. Pls clarify

Hi Kenvish,

Only your active users will be included in your license count. You can see which users are currently being counted by going to Application Access in your User Management.
