Does he have the Assign Issues permissions in the project?

Sorry, I misunderstood your question, you are trying to add People to your project.

Does the blue 'Add people' button appear when going to the Project settings and selecting People?

If you can click the button and you start typing a name, group or email address, do you have any results?

Can you add those people as Admin?
